This award honors outstanding performance by city and municipal legislative bodies, namely the Sangguniang Panlungsod and Sangguniang Bayan, in formulating ordinances and resolutions that foster inclusive socio-economic development, environmental sustainability, and good local governance.

The National Convention on Civil Registration and Vital Statistics (NCCRVS) is a gathering of local civil registrars, solemnizing officers, academe, statisticians, and other stakeholders from all over the country.

The conduct of the annual activity is being spearheaded by the Philippine Statistics Authority (PSA) in accordance with Presidential Proclamation No. 1106 s. 2015 dated 20 August 2015 Declaring the Years 2015 to 2024 as Civil Registration and Vital Statistics (CRVS) Decade in the Philippines.
